Yes, there will be mods on Cities: Skylines 2. However, they will not be on Steam Workshop anymore. Instead, the developers will move them to the new Paradox Mods platform.

In a blog post, the developers mentioned that this move was important to make the game more cross-platform friendly. An unified system, not depending on Steam, will help the console players gain access to the same mods as the PC players.

The developers will handle the moderation process, the access to it will be completely free, and players should not notice any major differences between the two.

  • Historical layers. As time goes by, regular buildings soon turn into heritage. Having to work with your historical city centers, turning them into sights, and having to incorporate them into your city’s modern framework is a great challenge.
  • City councils and politics. You are the key decision maker in Cities, and other people act as your messengers. But your city has people – and they have ideas as well. Lobbying, public opinion, and even corruption could add a great new layer to the game.
